If the birth record is less than 100 years old, only the following persons can legally request a birth record: the registrant (the person named on the certificate), provided that he or she is 18 years of age or older; the parent, guardian, grandparent, or spouse of the registrant; the child or grandchild of the registrant, 18 years of age or older; the attorney-at-law representing the registrant or the registrant’s parent, guardian, child, or surviving spouse; a state or federal agency employee with an authorized release from the registrant who is 18 years of age or older; the Local Director of Health of the town/city where the birth occurred or where the mother was a resident at the time of the birth; the chief elected official of the town/city where the birth occurred; or a member of an incorporated genealogical society authorized to conduct business in the State of Connecticut.
If the birth record is more than 100 years old, it is available to any member of the public who is over 18 years of age.

Required Information: You will need to provide two forms of ID; the preferred form is a photographic ID; however, in the event that this is unavailable you can also use: an automobile registration; a checking account deposit slip showing name and address; a written verification of identity from employer; a Social Security card; a copy of a utility bill showing name and address; or a voter registration card.
