Marriage License Requirements
Both of you need to be present when you apply for a marriage license, and you also need to include a payment of $58 in cash. You will need to provide proof of age; if you’re over 21, you can just show a driver’s license, but if you’re under 21, you’ll need a birth record or military ID. For those of you under 18 (men age 17 and women age 16-17), you will need to have your parents’ consent to marry. No proof of residency, blood test or a witness at the ceremony is required. After approval, you’ll have 60 days to use the license or lose it, and a $100 bond will be placed on both of you. After the ceremony, you’ll have seven days to return the license to the County Clerk.

You can send your marriage license back to the Poinsett County and Probate Clerk at 401 Market St., Harrisburg, AR 72432. Call the County and Probate Clerk with questions at (870) 578-4410, or fax your inquiries to (870) 578-2441. This is also the office where you can obtain a marriage record.
Marriage Coupons from the Arkansas Department of Health
While marriage records are only obtained from the County Clerk, you can obtain a marriage coupon (which is essentially the same as a marriage record) from the Arkansas Department of Health.
Marriage Coupons Limitations
Marriage records are never public; unless you are the husband, the wife, their attorneys or the immediate family, you are never able to view the information on a marriage record.
